On behalf of the SELARC membership, I would like to thank everyone who braved the weather and attended our Hamfest. It was great to see old friends and new acquaintances, if only for a quick handshake and "how's the family".
The Hamfest VE session went well with 5 new Technicians' and two upgrades! Many thanks to the VEs' who came out to help with this session, your dedication is greatly appreciated! Listed in the prize section of our Hamfest page will be a list of the winners of the major prizes, congratulations to them also, without the large attendance we had, this event would not have been possible.
To our Vendors and Swap tables, a very special thank you for attending this event. Without your new products and used equipment this event would not have been possible!
Lastly, I would like to extend a heart-felt THANK YOU to all the SELARC members who came out to help with this event. YOU, are the backbone of this organization. To the dedicated few, who go that extra mile to make sure that SELARC is always headed in a positive direction, you are the best!

President Tyrone Burns N5XES called the meeting to order at 7:00 PM at the Ponchatoula Community Center and led in the Pledge of Allegiance, followed by a self-introduction of all present.
It was m/s/passed to accept minutes for the December meeting as published in the "Hamster". A financial report prepared by Treasurer Carol Redmond KE5GOC was distributed by Ernie in her absence, and it was m/s/passed to accept the financial report.

Committee Reports: Repeater (Tyrone N5XES) - All repeaters are on the air, and seem to be working on the nets.
ARES (Pat KE5KMM): There were some cool fronts blowing through recently with no major wind damage, but a large amount of rain, and opened a net for a few hours. For Tangipahoa ARES, we have a new DEC (Ed KE5GMN), there are plans being worked with more ARES meetings coming, and changes to ARES being discussed in the forums at the Hamfest.
Old Business: Club Christmas Party: Feedback on the christmas party at Options was it was a success, and the SignUp page Ernie N5NIB setup worked well. It was m/s/passed to make a donation of $100 to Options.
Hamfest: Ernie had acquired the wristbands for the admission. The Hamfest duties signup/roster was passed around for people to review.
Adjournment: It was m/s/passed to adjourn the meeting at 7:30.

For those just getting started on their Amateur Radio journey, ARRL is launching a new podcast aimed at answering your questions, providing support and encouragement for newcomers to get the most out of the hobby. The podcast, "So Now What?," will launch on Thursday, March 7, and new episodes will be posted every other Thursday, alternating new-episode weeks with the "ARRL The Doctor is In" podcast. ... Listeners can find the "So Now What?" podcast at Blubrry.com, Apple Podcasts, Stitcher, or wherever you get your podcasts. Episodes will also be archived on the ARRL website.

The 2019 - 2023 General Class (Element 3) Question Pool is available in Word, ASCII text, and PDF versions.
==> In Brief... The MIT Radio Society (W1MX) and the Department of Electrical Engineering and Computer Science (EECS) are hosting a series of public lectures on "everything radio."
The lectures, presented by academics and industry professionals, will be held every Tuesday at 5:30 PM ET in Building 3, Room 270. Sessions will also be live-streamed via YouTube, courtesy of MIT Student Cable (January 8 lecture) and archived. Each self-contained talk will address a different facet of radio, ranging from modulation, propagation, and Amateur Radio, to radar, radio astronomy, space-based applications, and cellular and 5G technology. No prior experience with radio is necessary. All are welcome to attend individual lectures or the entire series.
==> Historic Schooner that Carried Ham Radio on Arctic Expeditions Undergoing Additional Restoration
The nearly century-old schooner Bowdoin, built in 1921 and relaunched nearly 3 years ago, after some extensive renovation and refitting, is once again in dry dock to restore its hull. During explorer Donald B. MacMillan's Arctic Expedition of 1923 and on the MacMillan-McDonald-Byrd Expedition of 1925, the sailing vessel relied on Amateur Radio operators for communication. Built in East Boothbay, Maine, the Bowdoin has made more than two dozen visits to the Arctic under MacMillan's command. It was named after MacMillan's alma mater, Bowdoin College, and has become the official vessel of the state of Maine, a national historic landmark, and the flagship of the Maine Maritime Academy (MMA) Vessel Operations and Technology Program. Work on the vessel is currently under way at Boothbay Harbor.
==> Court Rules Excessive Antenna Application Fees Violated Reasonable Accommodation
Long-pending Amateur Radio antenna litigation that ARRL helped to fund has finally borne fruit. The Supreme Court of the State of New York, Appellate Division: Second Judicial Department has ruled in the case of Myles Landstein, N2EHG, that the Town of LaGrange, New York, not only overstepped its state-granted authority by assessing excessive fees, but violated the limited federal preemption PRB-1 in the process. PRB-1 requires municipalities and states to "reasonably" accommodate Amateur Radio antennas and to apply the "minimum practicable regulation" in handling Amateur Radio antenna applications.
==> FCC Digging Out from Beneath Shutdown Backlog
In the wake of the more-than-month-long partial government shutdown, the FCC has set about tackling a backlog of applications already in the queue. At first, it sought to hold back the flood as it dug out, asking that Volunteer Examiner Coordinators (VECs) give the agency a little breathing room before submitting any additional new files. On Monday, services using the FCC electronic batch filing (EBF) system -- including commercial and amateur -- received an automated message from the FCC updating users on the situation.
"Due to the recent government shutdown, applications submitted through the Electronic Batch Filing (EBF) system between the dates of January 3 through January 29 will begin processing over the next several weeks [emphasis added]," the FCC said. "Please, be patient as we are expeditiously working through the backlog of filings." Expeditious it was, taking not weeks but days.
==> National Weather Service Dropping High Seas and Storm Warnings on WWV/WWVH
The National Weather Service (NWS) is discontinuing its high seas and storm warnings transmitted via National Institute of Science and Technology (NIST) WWV/WWVH time and frequency-standard HF transmissions, starting January 31 at 1800 UTC. The NWS warnings are aimed at the Atlantic, the Gulf of Mexico, and the Pacific.
"This service is being terminated because weather information in the current broadcast format does not support frequent-enough updates for changes in marine weather and cannot provide enough detail in the allotted window required by mariners to avoid hazardous weather," NWS said in announcing the discontinuation.
"Additionally, alternative technologies and numerous media outlets that provide weather information in various formats have overtaken the need for providing weather information through the NIST frequency signals."
